3 siblings die in Capas road smashup

CAPAS — A freak accident involving three vehicles along the MacArthur Highway in Barangay Estrada in this town last Tuesday, Aug. 6, claimed the lives of three siblings from Ilocos Sur.

Officer-in-case, PO1 Ferdinand Olegario, identified the victims as Hilario Ceria, and his two younger siblings, Cerila and Loyd, all natives of Barangay Patong in Magsunggal town in Ilocos Sur.

Police have it that the victims were then Manila-bound on board a Daihatsu Feroza, with license plate TPJ-664, driven by one Luis Tapeseria, 32, also of Magsunggal town.

At around 3 a.m., upon reaching Barangay Estrada, a north-bound Isuzu drop-side vehicle, with license plate WDM-553, driven by a certain Hernan Nicdao, 36, of Barangay San Sebastian, Tarlac City, collided with the victims’ vehicle, causing Tapeseria to lose control over the steering wheel.

The Feroza was then hit by a tailing Fuzo van, with license plate WPA-922 and driven by Romeo Babay of Cavite, causing the victims’ vehicle to turn turtle until it smashed on a sari-sari store owned by a certain Mark Canlas.

The Ceria siblings were rushed to the Concepcion District Hospital in Concepcion town, but were all declared dead on arrival.

Tapeseria remained in serious condition at the Ramos General Hospital in Tarlac City, while criminal charges of reckless imprudence resulting to multiple homicide and damages to properties were filed by the police against Nicdao. — reports from Charlie Magaoay

  • After topping a recent survey on presidential aspirants for 2004, Raul Roco was enmeshed in allegations of graft and corruption as secretary of the Department of Education, as President Gloria Macapagal-Arroyo was merely a poor third to survey second placer, ousted former President Joseph Estrada.

Shortly after Mrs. Arroyo ordered for an investigation on the allegations, Roco immediately resigned as DepEd secretary, making him the third cabinet member to abandon the GMA administration (the first was former DOTC secretary Pantaleon Alvarez and the second, Vice President Tito Guingona, as secretary of foreign affairs).
